The article gives a systematic analysis of the formation of crop yield models as a decision-making basis concerning water regulation in the design of reclamation systems and its management. It is based on the account of the fundamental principles: the availability of complex transitive chains of backward and forward linkages between yield and water and other modes affecting on yield, joint relationship manifestations of stochastic input meteorological influences (and hence water regime) and the fact that the plant is a "memory system". Consequently it is a priori impossible to develop optimal trajectory of the water regime for plants during the vegetation (humidity, groundwater levels), so the choice of optimal parameters and control algorithm should be carried by the choice of the best alternatives, but not by comparison with the standard.
